The handoff: "he didn't produce it"

The single most consequential development in the whole engagement is also the shortest to describe. On Sept. 9, 2026, CFO Dawn Savo told the Board of Finance that she took the FY25 reconciliation over herself because the consultant didn't produce it. Not "it's delayed." Not "we're refining the schedules." Didn't produce it.

That is the part worth sitting with. The town paid outside-expert rates for thirteen months specifically so that an outside expert would do the hard part. The hard part was then done in-house, by the person already on payroll, while the outside expert's invoices were still being processed. Questions about reimbursement have been raised. Answers have been scheduled.

The engagement had a deliverable. The deliverable had a deadline. The deadline had a successor deadline. The successor deadline had a subcommittee.
