Wilton Will Miss the State Audit Deadline.
The Fiscal Year 2025 general fund reconciliation is still not done. The CFO can't say when it will be. The consultant has billed ~$215,000 and counting. Bonding gets harder without audited statements.
Compiled from public records by concerned residents
It slipped again. BOF members Kim Healy and Rudy Escalante now say the FY25 audit may not be completed until late September because outside auditors "received necessary materials later than anticipated." Two months overdue and counting — the June 30 deadline is now a fond summer memory. Meanwhile the new Audit Remediation Subcommittee held its first meeting Aug 31, promising an annual audit calendar and written financial procedures — which, per Escalante, first requires finding out "do we have any procedures?" GMW: Wilton's overdue FY25 audit may run into late September as BOF focuses on correcting financial problems
The preliminary FY25 reconciliation is out, and it's worse than "late." What was pitched as a $662K BOS surplus is actually a $310,804 operating overage once the Charter Authority reserve is removed — with Town Counsel $125K over and IT $123K over. Read the full breakdown →
"The audit will be completed once it has finished discovering itself. We do not rush the spiritual journey of a general fund reconciliation."
— Paraphrased, lovingly, from the public record
Six steps stand between you and a filed audit. Clear them as fast as you can. Setbacks are randomized, because so is municipal finance.

A Brief History of "It's Almost Done"
A forensic timeline. Dates are real. Optimism was not.
- AUG 20The engagement is signed. One day per week. $375/hour. The town enters its "consultant era." What could go wrong? (Famous last words.)
- NOV 3Centofanti appears before the BOS. Once. Single appearance. Like a comet, but with less follow-through. The town would later learn to ask "where is he?" into the void. 👋
- DEC 9New target: January 31, 2026. Reason given: "unknowns in the records." Translation: we hired someone to find out what we don't know, and he's finding out we don't know a lot. 🔮
- FEB 11Birch, on the record: "End of January, end of February, now it's end of March." The deadline was doing parkour. The records were not. 📉
- MAY 4A list of 45 items materializes. After months of "nothing at all." Selectman Tatkow asks the question on everyone's mind. The answer is silence, beautifully formatted. 🌫️
- MAY 18Auditors offer a "guarantee." June 30, if materials arrive by May 31. Boucher's response: "Many, many towns surpass that." Yes. The ones that miss deadlines. 🏆
- MAY 31The materials deadline arrives. It waves. It passes. No one at Town Hall waves back. They were probably on a Zoom call. (Camera optional.)
- JUN 9Savo, asked for a completion date: "I don't want to speculate on that date." The CFO of a $140M budget, everyone. Speculation is for people who know things. 🤐
- JUN 30State audit deadline. Wilton sails past it like it's a suggested speed limit. The bond market sends a fruit basket. Just kidding. It sends a downgrade warning. ⛵
- SEP 1New projection: late September. Auditors "received necessary materials later than anticipated" — the municipal equivalent of "the dog ate my general fund." The deadline has now been missed so many times it qualifies for a loyalty card. 🎟️
- DEC 31Moody's reaches for the eraser. Aaa rating, you had a good run. Maybe they'll write a consultant a $375/hour eulogy. ✏️
What actually happened
At the June 9, 2026 Board of Finance meeting, Wilton CFO Dawn Savo told the board that the town will not meet the June 30, 2026 state-mandated deadline for completing its Fiscal Year 2025 audit. The reason: the reconciliation of the town's general fund — the core of the audit — is still not finished.
Asked when the work might finally be done, Savo answered: "Since I'm not personally doing it I don't want to speculate on that date."
BOF Chair Tim Birch said CliftonLarsonAllen principal Leslie Zoll, who is again leading Wilton's audit, told him the reconciliation of general funds "has not been completed. Until that is completed she cannot conduct her audit in the fashion necessary."
The headline numbers
- 📅 June 30, 2026 — state audit deadline Wilton will miss.
- 💸 ~$215,000 billed by interim-CFO-turned-"consultant" Joseph Centofanti (PKF O'Connor Davies) from Sept 2025 through April 2026, plus ~$12,000 from his team. Some officials estimate the final tab could exceed $300,000.
- 💰 $375/hour — Centofanti's billing rate, paid by Wilton taxpayers.
- 🙈 No BOS appearance since Nov. 3, 2025, and none before the BOF since Dec. 9 — reporting describes repeated requests for direct updates.
- 🏦 Bonding gets harder without audited statements — current financial statements are part of the borrowing process.
- ⚠️ End of December 2026 — bond advisor Barry Bernabe told the BOF the Aaa rating should hold if the audit closes by year-end. Translation: real downgrade/withdrawal risk if it doesn't.
A New Governance Innovation: Schrödinger's Audit
Under traditional municipal finance, an audit is either done or not done. Wilton has pioneered a third state: perpetually in progress. The general fund both is and is not reconciled, depending on which board is asking and which consultant isn't showing up that week.
The First Selectwoman and CFO continue to defend Mr. Centofanti by explaining that he is now merely a "consultant" — and therefore, mysteriously, no longer required to answer to the elected boards paying him $375 an hour. This is what we in the industry call innovative accountability architecture.
Why this matters
- Bonding gets harder. Current audited statements are important to the borrowing and rating process.
- Aaa rating at risk. Bond advisor Barry Bernabe (Phoenix Advisors) told the BOF the Aaa rating should hold if the audit closes by year-end — a diplomatic way of saying the ice gets thinner every month it doesn't.
- Compounding cost. Each additional month is more $375/hr consultant time, on top of an already six-figure tab, to fix work that should have been current.
- Pattern, not glitch. This follows the late FY24 audit, a disclosed material weakness, the Wyoming dual-employment CFO, and $100K in unaccounted-for P&Z funds.
"I don't want to speculate on that date."
That is the CFO of an Aaa-rated town, on the record at a public Board of Finance meeting, explaining when the town's most important annual financial document might be finished. Meanwhile, the First Selectwoman — Toni Boucher — continues to assure residents that Wilton's finances are in "excellent health."
Both statements can't be true. The audit will eventually tell us which one isn't.
Frequently Avoided Questions

- A: The audit is on its own timeline, which we respect.
- Q: When will it be done?
- A: Soon™. Definitions of "soon" available upon FOIA request.
- Q: Why is the consultant billing $375/hour to not attend meetings?
- A: Showing up is a separate engagement, billed quarterly.
- Q: Should taxpayers be worried?
- A: No. Worry is the job of the Aaa rating, and it's working overtime.
- Q: What's the contingency plan?
- A: A strongly worded press release and a fresh coat of optimism.
